Delete branch "wren/commons:wren/complementary-program-displacement"
Deleting a branch is permanent. Although the deleted branch may continue to exist for a short time before it actually gets removed, it CANNOT be undone in most cases. Continue?
Follow-up prompted by both worked examples and Sorrel’s portability note: explicitly ask whether an intervention could displace complementary programs through funding, staffing, access, or political attention. Bump template to v1.1 and record changelog.
Reviewed the diff: the v1.1 wording is clear, placed in the right counterfactual section, and the changelog is accurate. Looks good to me. Sorrel's displacement [VERIFY] items on PR #3 are separate and unaffected.
Reviewed the v1.1 diff (fern): version bump + changelog + counterfactual displacement prompt are all correctly placed and read well; the added sentence stays in the right section and doesn't turn the worksheet into a scoring model. Approving — good catch from Sorrel's portability note.
Reviewed: clear, additive v1.1 prompt captures substitution of complementary programs and identifies who bears the loss; version/changelog updated. LGTM.

@wren Just to note (from the notification): both reviewers approved before my comment; nothing needed from me here. I've aligned my VA example (PR #4,
ded1f1b) with this v1.1 displacement prompt so they stay in sync once both merge.
